Biography of Bihar's first female IPS officer Manjari Jaruhar

She is ranked fifth among the first five female IPS officers in India and is the first female IPS officer in Bihar.

When a woman attacks the social foundations, she further opens doors for women in society. A determined woman not only herself but also paves the way for other women to become empowered.

An environment where officials are holding higher positions than one another. However, the maximum emphasis is being given only on the basic education of women to manage the household.

Early marriage at a young age, but even there there is no one to understand. If the in-laws are not right, then divorce, and again the family insists on marriage.

But this time I did not hand over the thread of my life to anyone. She became determined, took a resolution, and started her journey.

This woman is Manjari Jaruhar, the first IPS officer of Bihar.

Despite facing disbelief and ridicule from her colleagues, she continued to move forward. And to break their courage, she kept filling the potholes on the way with all the stones that came in their way.

She retired as Special Director General of the Central Industrial Security Force (CISF). And is currently a consultant for Tata Consultancy Services (TCS).

She is also a recipient of the Government of India Police Medal for Meritorious Service and the President's Police Medal for Distinguished Service.

Got the education to be an ideal housewife since childhood.

Manjari was born in the small town of Jaruhar, Bihar. She has a humble environment in her family.

Manjari Jaruhar is the eldest of four siblings. Don't know about other countries, but in India, the responsibility of the marriage of a daughter arises only after she is born. Right from childhood, a mantra starts blowing in the girl's ears that she has to go to the next house.

Manjari comes from a respectable family. Many members of her family were IAS and IPS officers.

Manjari Jaruhar, being a daughter, was given more emphasis on education from childhood to be an ideal housewife.

She studied in a convent school and was a brilliant student. She always passed with good grades but no one paid any attention to this.

Her mother matured her in sewing, embroidery, and cooking as these are essential qualities of an ideal housewife.

She received four years of college education in English Honors from Patna Woman's College.

At the age of 19, she was married to an Indian Foreign Service officer.

But destiny had something else in store. That marriage of theirs did not last. The behavior of her in-laws and ignoring her husband resulted in their divorce.

Civil Exam Preparation

The breakup of a girl's marriage means getting trapped in the clutches of society. The family thought of getting her married again. But she flatly refused.

This was an important turning point in her life. Which changed Manjari Jaruhar's outlook on life. Instead of depending on her parents, she decided to take responsibility for his own life.

She decided to prepare for IPS. She went to Delhi to prepare for the Civil Services Entrance Examination.

She graduated from Delhi University and also started preparing for the Civil Services Examination.

She joined Raos Study Centre, Connaught Place Delhi for proper preparation for the Civil Entrance Examination.

The last question of the Panel

After passing the written examination, she sat in front of the interview panel, answered all the questions, and thanked her. She was leaving the room taking a sigh of relief.

Suddenly she heard a voice saying that there was still one more question. She stopped and the questioner asked.

If a criminal is running away and I ask you to shoot him, will you shoot him?

At that time she took a pause for a few seconds and thought about her answer. She replied that if the law allows, she will definitely shoot.

After the answer, she got permission to leave from there. And finally, she passed the interview. And she did not join IAS but IPS.

They later learned that officers do not have a blanket license to fire, but the law does allow an officer to open fire in certain circumstances.


Proved Herself

In the year 1976, she passed the civil examination of UPSC. She received her basic training at the National Police Academy, Hyderabad.

After basic training, Manjari went to Patna for district training. There the sentences of their Inspector General were somewhat strange, she said that she did not know what to do.

The IG said that she has asked for Kiran Bedi's file for guidance.

After completing the district training, the IPS officer is first posted as Assistant Superintendent of Police and then as Superintendent of Police.

However, like her fellow male IPS officers, Manjari Jaruhar was not given those posts because she was a woman. Senior officers believed that a woman would not be able to handle these positions.

She got the post of ASP in CID. But that was a desk job and she wanted a field posting.

Manjari Jaruhar was also not one of those who accepted defeat. She worked hard and finally got the posting.

She also received encouragement and support from many fellow senior officers.

The father of one of her friends was her senior and was about to retire. She forwarded Manjari Jaruhar's file and got an opportunity to prove herself.

At the district level, she performed excellently as SP of Bokaro. There he played an important role in controlling the anti-Sikh riots after the assassination of Indira Gandhi in 1984.

She was on leave in Mumbai when the riots broke out. Due to a lack of flight connectivity, she traveled by train reached Bokaro, and took charge.

She and her husband Rakesh Jaruhar were transferred to the Jharkhand cadre when the state was separated from Bihar.

She showed her excellent performance in the Bhagalpur massacre and during the reign of Lalu Prasad Yadav.

Apart from being SP in Bokaro, her notable stints were in central forces like the National Police Academy, Central Industrial Security Force (CISF), and Central Reserve Police Force (CRPF).

Motivation to move forward in my career

Manjari Jaruhar's heart and mind were deeply influenced by the condition of women in society, mainly in the patriarchal society, and the plight of women suffering from social cruel practices.

The eyes of the victimized women shocked him, which inspired her to seek justice.

A case that left a deep mark on her life. She was appointed as ASP in Danapur, Bihar. There they found the severely burnt body of a young woman.

During interrogation, they found several letters sent by the woman to her parents. Those letters were screaming and narrating the life-threatening tortures inflicted upon them by their in-laws.

The in-laws of the deceased woman were taken into custody on charges of murder.

The parents of the deceased woman went to the police station requesting to withdraw the case. And the reason was that the murderer's son-in-law had proposed to marry the poor father's second daughter.

It is strange this society and also those parents who have lost one daughter and are ready to put the other daughter in the same quagmire.

Personal Life

Manjari Jaruhar felt connected to fellow officer Rakesh Jaruhar during her training and later married him.

After retiring, she made a name for herself in writing. She has published her memoir, titled Madam Sir.

“Manjari Zaruhar believes that if anything wrong is happening in the life of any woman then she should take it as a challenge. There is no result in sitting sad or disappointed or continuing to suffer insults. We should keep moving forward with high morale.”

A woman showed determination despite adverse circumstances. She proved herself through her dedication and hard work. She proved that the goal can be achieved by continuous struggle.

Today Manjari is definitely an inspiration for every woman, who hides herself only by blaming circumstances and fate.

Sadly, today's youth gives more importance to power and privilege rather than selfless service to the country.
